Article 16 prohibits any discrimination on the grounds of Residence along with on other grounds like Religion, Race, Caste, Sex, Place of Birth, Decent. But the same Article also provides an exception where the Parliament by law can prescribe residence as a requirement for any employment under the state government, union territory and local or other authority.
