With reference to Antarctic Treaty, consider the following statements:
1. India is one of the Consultative Parties.
2. India has three research stations in Antarctica namely ‘Maitri’, ‘Bharati’ and ‘Himadri’.
3. Proclamation of territory is barred and scientific research is freely available to everyone.
Which of the statements given above are correct?
(a) 1, 2 and 3
(b) 1 and 3 only
(c) 2 only
(d) 2 and 3 only
Explanation Statement 1 is correct: The Antarctic Treaty was signed in Washington on 1 December 1959 by the twelve nations that had been active during the IGY (Argentina, Australia, Belgium, Chile, France, Japan, New Zealand, Norway, South Africa, United Kingdom, United States and USSR). The Treaty, which applies to the area south of 60° South latitude, is surprisingly short, but remarkably effective. Through this agreement, the countries active in Antarctica consult on the uses of a whole continent, with a commitment that it should not become the scene or object of international discord.
India signed the Antarctic Treaty in 1983 and was granted Consultative Party status the same year. This status is granted to countries conducting substantial scientific research in Antarctica.
Statement 2 is not correct: India presently has two research stations at Antarctica namely ‘Maitri’ and ‘Bharati’. New station ‘Bharati’ has just been constructed and established in March, 2013. At both the stations, research and investigations are undertaken to understand the Polar processes and phenomenon. Observations and studies are carried out in atmospheric, biological, geological, ecological sciences etc. Maitri station has been in operation since 1989. Indian Arctic station ‘Himadri’ is located at Ny Alesund, Spitsbergen Island, Norway and serves as a hub of Indian scientific investigations since 2008. Also we do not have India have ice-breakers for exploration and research in the above places.
Statement 3 is correct: The treaty sets aside the potential for sovereignty disputes between Treaty parties by providing that no activities will enhance or diminish previously asserted positions with respect to territorial claims, provides that no new or enlarged claims can be made, and makes rules relating to jurisdiction. It promotes international scientific cooperation including the exchange of research plans and personnel, and requires that results of research be made freely available.
