Statement-I is correct: The 42nd Amendment to the Indian Constitution allows the President to declare a National Emergency in "any part of India" if the security of that part is threatened by war or external aggression or armed rebellion.

Statement-II is incorrect: A National Emergency can be declared for the entire country or any part of it. It doesn't necessarily have to affect the entire nation.
