Article 244 in Part X of the Constitution outlines a special system of administration for certain areas designated as &lsquo;scheduled areas&rsquo; and &lsquo;tribal areas.&rsquo; The Fifth Schedule addresses the administration and control of scheduled areas and tribes in all states except Assam, Meghalaya, Tripura, and Mizoram.

Statement 1 is not correct: The President, not the Governor, is empowered to declare an area as a scheduled area. The President can also alter its boundaries, rescind its designation, or make new orders regarding its designation after consulting the governor of the concerned state.

Statement 2 is correct: The executive power of the Centre extends to issuing directions to the states regarding the administration of scheduled areas. Additionally, the Governor has a special responsibility to report on the administration of such areas to the President.
