Statement 1 is not correct: According to Article 127 of the Constitution, an Ad Hoc judge is appointed by the Chief Justice of India (CJI), not the President. The CJI can appoint a judge from a High Court to sit temporarily in the Supreme Court if there is a lack of quorum.

Statement 2 is correct: As per Article 145(3), constitutional cases involving substantial questions of law are decided by a Bench of at least five judges. This is referred to as a Constitution Bench.
