Explanation
Shivaji is credited with constructing approximately 250 forts, which not only helped in managing military affairs but also enabled control over the hinterland. No single official was ever given complete authority over a fort. Instead, each fort was administered by a Havaldar, a Sabnis, and a Sarnobat, while larger forts had up to ten Tat-Sarnobats. These officials held equal rank, with distinct responsibilities.
The Havaldar was responsible for the security and safety of the fort and served as the custodian of its keys.
The Sabnis managed the muster roll, handled official correspondence, and maintained revenue records for the land under the fort’s jurisdiction.
The Sarnobat had command over the garrison stationed at the fort.
To ensure accountability, every order issued by the Sabnis required the seals of both the Havaldar and the Karkhani (official in charge of supplies and logistics).
