The villages under the Cholas enjoyed a high degree of self-governance, with remarkable autonomy at the local level. The Uttaramerur inscriptions provide details about the Kudavolai system, a unique method of electing village council members through a lottery system.

Each village was divided into 30 wards, and one representative was elected from each ward. The names of eligible candidates were written on palm leaf slips, which were then placed in a pot and shuffled. A young boy would randomly pick the slips one by one, and those whose names were drawn were declared elected. This process continued until 30 members were chosen, making up the village council. This distinctive method of election was known as the Kudavolai system and was a key feature of Chola village administration.
