Explanation Statement 1 is correct: Initially Akbar adopted the revenue system of Sher Shah Suri under which the cultivated area was measured and based on the productivity of the land, crop wise prices were decided. However, this system had two major problems,first one was fixing of prices often led to delays causing hardships to the peasants, and second was price discrepancies arose as rates were set based on land near the capital, which were generally higher than those in rural areas. As a result, peasants had to pay a larger portion of their produce as tax.This led Akbar to revert back to the system of Annual assessment.
