Statement 1 and 3 are not correct: Sher Shah wanted the assessment of land revenue should not be based on crop sharing or estimation. Nor should the village headmen and zamindars be allowed to pass their burden on to the shoulders of the weaker sections. Hence, as a ruler, he insisted upon the system of measurement (zabti).

Statement 2 is correct: Under Sher Shah's system, land was categorized into three types: good, bad, and middle. The average yield for each category was computed, and one-third of this average yield was established as the state's share. A crop-rate (ray) was drawn up, which allowed for accurate determination of the state's share after the sown field was measured. This share could then be converted into cash based on local rates, providing flexibility and efficiency.
