Recently, the Assam government extended the Armed Forces (Special Powers) Act (AFSPA), 1958, in three districts for an additional six months.
The Armed Forces (Special Powers) Act (AFSPA) was enacted to give special powers to the armed forces in areas declared as disturbed. Its primary objective is to enable the military to maintain public order and respond to insurgency or internal security threats.
Statement II is correct: Under AFSPA, armed forces are authorized to:

	Arrest without warrant
	Search premises
	Use force, including lethal force, if necessary to maintain public order

These powers are granted specifically to help maintain public order, as stated in Statement I.
Statement III is not correct: Armed Forces (Special Powers) Act (AFSPA) can be enforced in areas declared as disturbed by the Governor of a State or the Central Government, and is not restricted to declarations by the President of India.
