The Government of Uttar Pradesh has launched the Women’s Empowerment and Equality (WEE) Index, a pioneering framework to assess and strengthen women’s self-reliance. Developed with the Udaiti Foundation, the index evaluates the impact of eight flagship women-centric schemes across 75 districts, using 49 indicators and inputs from 15 departments. Districts are categorized as Champions, Leaders, Contenders, and Aspirational based on their performance.
Measure Progress: Track economic, social, and educational advancement of women.
Policy Guidance: Provide insights for targeted interventions at the district level.
Empowerment Framework: Strengthen women’s role in entrepreneurship, livelihood, and community leadership.
Safety and Mobility: Assess women’s security and ease of access to opportunities.
Champion Districts: Lucknow, Kanpur Nagar, Varanasi, Jhansi, Sultanpur, Gautam Buddha Nagar, Prayagraj, Ayodhya, Sonbhadar, Rae Bareli, Gorakhpur, Deoria, Ambedkar Nagar, Agra, Ghaziabad.
Leaders: Pratapgarh, Moradabad, Barabanki, Aligarh, Bareilly.
Contenders: Ghazipur, Jalaun, Muzzaffarnagar, Bulandshahr.
Aspirational: Chandauli, Baghpat, Amroha, Badaun, Sitapur, Siddharthnagar, Balrampur, Mahoba, Sambhal, Shravasti.
Mission Shakti: Women’s safety and security framework.
Mukhyamantri Kanya Sumangala Yojana: Education and financial support for girl children.
Lakhpati Didi Programme: Promoting financial independence and entrepreneurship.
Mukhyamantri Samuhik Vivah Yojana: Financial assistance for group marriages.
BC Sakhi Yojana: Women-led financial inclusion through banking services.
Mahila Samarthya Yojana: Skill development and self-help group support.
Shabari Sankalp Nutrition Scheme: Addressing women’s and children’s nutritional needs.
Nari Adalat: Community-based women’s justice system.
Strengthens evidence-based policymaking for women’s empowerment.
Encourages competition among districts to improve performance.
Creates a holistic framework for evaluating safety, education, livelihood, and dignity.

The WEE Index of Uttar Pradesh provides a scientific method to measure and enhance women’s empowerment across 75 districts. It tracks the effectiveness of eight major schemes in areas of education, livelihood, safety, and social dignity. By ranking districts, the index motivates governance reforms, fosters accountability, and strengthens targeted interventions to advance women’s role in the economy and society.
