India AI Governance Guidelines: An Overview

Recently, the Ministry of Electronics and Information Technology (MeitY) unveiled a significant initiative—the India AI Governance Guidelines. This framework aims to promote safe, inclusive, and responsible adoption of artificial intelligence across various sectors.

The guidelines are the result of efforts led by a committee chaired by Balaraman Ravindran from IIT Madras, showcasing a structured approach to AI governance.

Guidelines Recommendations

The recommendations are structured around six pivotal pillars:

• Infrastructure: Expanding access to data and computational resources is essential. This includes subsidized graphics processing units and establishing India-specific datasets through platforms like AIKosh. Additionally, integrating AI with Digital Public Infrastructure (DPI) such as Aadhaar is encouraged.
• Capacity Building: There is a strong emphasis on AI literacy and training for citizens, public servants, and law enforcement personnel. The guidelines recommend enhancing existing skilling programs, especially in smaller cities, to boost technical capacity within government institutions.
• Policy & Regulation: The guidelines call for balanced and flexible regulatory frameworks that encourage innovation while addressing the associated risks of AI. They also suggest the establishment of frameworks for content authentication to combat deepfakes and promote international cooperation on AI standards.
• Risk Mitigation: Developing an India-specific risk assessment framework is vital to reflect real-world evidence of potential harm.
• Accountability: There is a push for enforcing applicable laws and improving transparency regarding the operations of AI value chains and compliance with legal obligations.
• Institutions: The guidelines envision a whole-of-government approach led by an AI Governance Group, with support from a Technology & Policy Expert Committee.
