Understanding Satellite-Based Highway Toll Collection

The Ministry of Road Transport & Highways (MoRTH) has taken significant steps to enhance the efficiency of toll collection on highways through innovative technologies. One of the key advancements is the introduction of a Geographic Information System (GIS)-based software designed for real-time toll monitoring.

1. What is the new software for toll monitoring?

This GIS software is aimed at monitoring congestion at toll plazas by tracking lane-specific wait times, ensuring a smooth flow of traffic. Developed by the Indian Highways Management Company Ltd (IHMCL), the software will initially be tested at 100 toll plazas identified from congestion reports generated by the National Highway Helpline (1033).

2. How does the new monitoring system work?

The software provides real-time updates regarding the name, location, queue length, wait times, and vehicle speeds at toll plazas. It will also generate comprehensive traffic condition analyses on an hourly, daily, weekly, and monthly basis, facilitating better traffic management.

3. What is satellite-based tolling?

MoRTH is also advancing towards a Global Navigation Satellite System (GNSS)-based tolling system. This approach allows for distance-based toll collection, meaning that users will only pay for the distance they travel on highways. The GNSS system is designed to work in conjunction with the current FASTag system during its initial rollout.

4. How will toll collection occur with GNSS technology?

As a vehicle equipped with GNSS passes through the toll gate, the onboard unit will record the distance and time travelled. The toll will be automatically deducted without requiring boom barriers, similar to the functionality of FASTag but with enhanced capabilities.

5. How does this benefit users?

The introduction of the satellite-based system will significantly speed up toll plaza crossings by eliminating the need for manual interventions and reducing wait times. This streamlined process aims to minimize conflicts and ensure a smoother flow of vehicles.

6. What is the current status of FASTag?

FASTag, which was introduced in 2015 and made mandatory in 2021, employs RFID technology for electronic toll collection. By March 2024, it was reported that 98% of highway toll transactions are processed using FASTag, highlighting the shift towards automated tolling solutions.
