"Loss and damage" refers to the irreversible harm caused by climate disasters, which is particularly critical for small-island states grappling with challenges such as hurricane damage and rising sea levels. This concept has gained attention as these vulnerable nations face existential threats from climate change.
The recent COP28 saw the launch of a pivotal Stability in climate action with the creation of a loss-and-damage fund. This initiative marked a significant milestone during the conference's opening session, focusing on addressing the irreversible impacts of climate change.
The fund will be hosted by the World Bank for a period of four years. However, it will function as an independent entity under the UNFCCC's framework. The fund's governance involves a 26-member board, with a majority representation from developing countries, ensuring their voices are heard in decision-making processes.
The United Arab Emirates and Germany each committed $100 million to jumpstart the fund. This generous contribution was subsequently matched by other nations, culminating in a total of $770.6 million by the conclusion of COP28.
While the fund's placement within the World Bank provides an initial framework, concerns have been raised regarding the institution's stringent fund management practices and high administrative costs. To address these issues, developing countries successfully advocated for safeguards, enabling a reassessment of the fund's location if necessary.
During COP28, parties agreed on the establishment of the Santiago Network at UNDRR/UNOPS. This network is designed to connect countries with the requisite technical expertise to manage loss and damage effectively, thereby enhancing their resilience to climate impacts.
In the final global stocktake, loss and damage received its own dedicated section, highlighting its importance in climate discussions. However, it was not positioned as an independent third pillar of climate action, alongside mitigation and adaptation efforts.
