The 10th Governing Council Meeting of NITI Aayog took place in May 2025, themed Viksit Rajya for Viksit Bharat @2047. This meeting emphasized the importance of collaboration between the Union and State governments, as the Prime Minister articulated the collective aspiration of 140 crore Indians to transform India into a developed nation by 2047. Achieving this ambitious goal requires the active participation of every state, district, and village.
The Prime Minister highlighted the necessity for India to accelerate its manufacturing sector and urged states to engage in the Manufacturing Mission. By fostering state-level policies that align with national objectives, states can attract global investors and generate employment opportunities, thereby positioning India as a global manufacturing hub.
During the meeting, the Prime Minister provided cooperative suggestions for enhancing skill development. He stressed the need for States to leverage the National Education Policy (NEP) to align skilling programs with local demographics. Additionally, he encouraged the establishment of specialized training hubs focusing on semiconductor fabrication, drone technology, and 3D printing. For instance, the training of 60,000 youth specifically for semiconductor jobs was proposed.
The Prime Minister also addressed the importance of proactive urban management. He instructed States to facilitate the development of Tier 2 and Tier 3 cities and announced a substantial Rs. 1 lakh crore Urban Challenge Fund aimed at promoting sustainable urban development, particularly in mid-sized towns.
Cooperation among States was deemed essential in addressing water security issues and interlinking rivers. The Prime Minister encouraged collaboration on Inter-State River Linking Projects to minimize floods and water scarcity. The effective cooperation exemplified by Bihar’s Kosi-Mochi connection grid was highlighted, along with the collective efforts seen in the Aspirational Districts Programme for inclusive water resource governance.
The Centre's approach towards agriculture was reflected in the launch of the Viksit Krishi Sankalp Abhiyan, which involves approximately 2,500 scientists dedicated to promoting zero-budget natural farming in villages. The Prime Minister called upon Chief Ministers to collaborate with research organizations and local farmers to bolster sustainable agricultural practices.
In the realm of public health, the Prime Minister urged all States to enhance their focus on telemedicine, oxygen preparedness, and the digital connection of District Hospitals through platforms like e-Sanjeevani. This initiative aims to improve health access in rural and remote areas, especially during emergencies such as the COVID-19 pandemic.
On matters of internal security, the Prime Minister proposed a shift in focus for Operation Sindoor from a one-time mission to a comprehensive, long-term strategy. This involves a collaborative approach between the States and the Centre, with an emphasis on intelligence sharing, infrastructure development, and community participation in de-radicalisation efforts.
The Prime Minister called for States to support the ‘Nari Shakti’ initiative by facilitating greater workforce participation among women, particularly in the gig economy and private sector. Coordination with industries and training institutions was encouraged to achieve this objective.
Under cooperative federalism, the Chief Ministers and Lt. Governors were tasked with submitting State-specific roadmaps that focus on innovation, entrepreneurship, sanitation, and green energy. These visions, which align with national goals, are pivotal to contributing to India’s collective vision for 2047.
The collaboration between States and the Centre in enhancing defence and internal security was acknowledged, with appreciation for national laws that support internal security efforts. The Prime Minister's leadership in border security and internal defence strategies was particularly noted.
Lastly, the Prime Minister encouraged all States to develop at least one world-class tourist destination, aiming for global standards. He suggested that creating 25–30 such hubs across India could significantly boost economic growth and cultural diplomacy, provided there is effective coordination with the Centre on infrastructure and marketing.
The Governing Council of NITI Aayog serves as a vital platform for collaborative governance. The Prime Minister advocated for increased utilization of this mechanism to facilitate structured policy dialogue and follow-up actions across critical sectors, such as health, agriculture, energy, and infrastructure.
