Maharashtra Launches MahaCrimeOS AI for Police

In an innovative step towards integrating technology in law enforcement, Microsoft Chairman and CEO Satya Nadella announced the statewide deployment of an AI-powered crime-solving system called MahaCrimeOS AI for the Maharashtra police. Set to go live at all 1,100 police stations, this initiative positions Maharashtra as a pioneer in employing AI for law enforcement across India.

Background: MARVEL and AI in Policing

The Maharashtra Research and Vigilance for Enhanced Law Enforcement (MARVEL) is a government-owned AI initiative created in 2024 to revolutionize policing in the state. Its primary goals include:

  • Strengthening police intelligence
  • Improving crime prediction capabilities
  • Modernizing investigative methods

Maharashtra is now the first state in India to establish an independent AI body dedicated to law enforcement. MahaCrimeOS AI builds on the successful pilot project conducted in Nagpur Rural, which has been operational in 25 police stations since April 2025.

How MahaCrimeOS AI Works

MahaCrimeOS AI employs several innovative features to enhance police operations:

  • Multimodal Data Ingestion: The system processes complaints in various formats, including PDFs, audio recordings, handwritten notes, and images, and extracts vital information in multiple languages, including Marathi.
  • Automated Investigation Planning: It generates comprehensive investigation workflows that adhere to Maharashtra Police protocols and judicial guidelines.
  • Data Analysis and Intelligence: The system analyzes telecom data, social media interactions, and open-source intelligence to help identify suspects and their connections.
  • Case Management: MahaCrimeOS AI maintains detailed, time-stamped case diaries, tracking active cases, updates, and pending actions efficiently.
  • Cybercrime Efficiency: This feature minimizes reliance on senior officer approvals, enabling quicker decision-making in intricate cases such as cybercrime and financial fraud.

From Pilot Project to Statewide Rollout

Initially launched as a pilot in Nagpur Rural in April 2025, MahaCrimeOS AI operated in 23 police stations, including those specializing in cybercrime. During this pilot phase, 127 police officers received training, and the platform was utilized in 261 cases. Due to its success, the Maharashtra government has decided to extend the system to all 1,100 police stations, marking one of the largest AI implementations in policing in India.

Judicial Compliance and Case Documentation

Another significant aspect of MahaCrimeOS AI is its capability to generate time-stamped, date-wise case diaries that meet court submission requirements. By incorporating best practices from High Court and Supreme Court rulings, the system helps reduce procedural errors and enhances the quality of prosecution. Previously, investigating officers faced delays while waiting for senior officials to review files and provide guidance on complex cases.
