The Building and Management of Aviation Assets and Network (B-MAAN) is Odisha’s flagship aviation initiative with an allocation of ₹4,182 crore for 2025–30. It aims to transform the state into an aviation hub for eastern India by expanding air connectivity, modernising airports, developing new airstrips and heliports, and creating an ecosystem for aviation-linked industries.
B-MAAN complements the national objective of regional connectivity and inclusive air travel, dovetailing with the UDAN programme. Branded under the slogan “Samastanka Pain Biman Seba” (Aviation for All), the scheme focuses on integrating smaller towns into the air network, strengthening MRO (Maintenance, Repair and Overhaul) capacity, and promoting innovation to make aviation a driver of regional growth, tourism, and jobs.
The scheme centres on seven interlinked components: infrastructure development (airports, heliports, airstrips), viability support for regional airlines under UDAN, establishment of MRO hubs (notably at Biju Patnaik International Airport), promotion of emerging technologies (drones, seaplanes, e-VTOL), strengthening air cargo and logistics, skill development for pilots and technicians (with emphasis on women), and private-sector participation through incentives and PPP models.
B-MAAN is expected to generate thousands of direct and indirect jobs across construction, logistics, maintenance and training. Improved connectivity will boost tourism, mining, IT and manufacturing, reduce travel time within eastern India, and position Odisha as a regional trade gateway by linking hubs such as Kolkata, Ranchi, Raipur and Vizag more efficiently.
Alongside B-MAAN, the Odisha cabinet has approved several complementary measures: procurement of 200 electric buses for six cities under a ₹952.56-crore green mobility plan; expansion of the Aahaar subsidised meal programme with ₹512 crore to improve food quality; and extension of the Crop Diversification Programme (₹1,523.98 crore) to support climate-resilient agriculture. These measures aim to pair connectivity gains with social and environmental goals.
