Overview of PM Modi's Visit to Mauritius

PM Modi's recent visit to Mauritius aimed to solidify the bilateral relationship and elevate it to an "Enhanced Strategic Partnership." This visit underscored India's commitment to fostering strong ties with Mauritius through various development initiatives and collaborative efforts.

Key Objectives of the Visit

The primary purpose of PM Modi's trip was to strengthen diplomatic relations and announce new development projects that would benefit both nations. The visit included a focus on infrastructure assistance and collaboration in essential sectors.

Agreements Signed Between India and Mauritius

During the visit, eight significant agreements were signed, which included:

  • Utilization of national currencies for cross-border transactions to minimize dependence on external currencies.
  • Maritime data sharing aimed at enhancing security and trade.
  • Joint initiatives to combat money laundering and financial crimes.
  • Cooperation in the MSME sector to support small businesses.
  • Establishment of a police academy in Mauritius with assistance from India.
  • Creation of a national maritime information-sharing center for security monitoring.
  • Enhancement of cooperation in areas such as white shipping, blue economy, and hydrography for improved maritime security and sustainability.
  • Collaboration in digital technologies, artificial intelligence, ocean economy, and cybersecurity.

Infrastructure Projects Announced

India committed to constructing the new Mauritius Parliament building as part of its infrastructure assistance. Additionally, community development projects valued at 500 million Mauritian rupees (approximately Rs 100 crore) were also announced.

Support in Governance and Administration

In terms of governance, India pledged to train 500 civil servants from Mauritius over the next five years to enhance the efficiency of public administration and governance.

The MAHASAGAR Vision

PM Modi emphasized the MAHASAGAR vision, which stands for Mutual and Holistic Advancement for Security and Growth Across Regions. This strategic initiative aims to ensure a free, open, secure, and safe Indian Ocean, particularly in countering China's increasing influence in the area.

India's Role in Defence and Maritime Security

India's support extends to maritime security, with plans to provide coastal security assistance, modernize the Mauritius Coast Guard, and enhance maritime surveillance capabilities. Furthermore, India reaffirmed its respect for Mauritius’ sovereignty over the Chagos Islands during negotiations with the UK.

Inauguration of New Institutions

During the visit, PM Modi inaugurated the Atal Bihari Vajpayee Institute of Public Service and Innovation, which is envisioned as a center for learning and research in Mauritius.

Geopolitical Implications

This visit is significant for India’s geopolitical strategy as it aims to deepen its influence in the Indian Ocean region, counter China's expanding presence, and strengthen ties with island nations through economic aid, security cooperation, and diplomatic support. As PM Modi aptly stated, “Diplomacy is the art of building bridges even in turbulent waters.”
