Government Launches ASHA to Digitally Transform the Public Distribution System

Recently, the Union Ministry of Food and Public Distribution has launched several digital initiatives aimed at reinforcing food security and optimizing logistics management. A significant component of these initiatives is the ASHA (Anna Sahayata Holistic AI Solution), which focuses on enhancing transparency, efficiency, and beneficiary feedback within the Public Distribution System (PDS).

What is Anna Sahayata Holistic AI Solution (ASHA)?

ASHA is an AI-driven platform designed to enable PDS beneficiaries to provide feedback on ration distribution via AI-enabled phone calls in their preferred languages. Developed in collaboration with the Wadhwani Foundation and supported by the India AI Mission through Bhashini’s multilingual AI infrastructure, ASHA aims to modernize warehousing operations, boost supply chain efficiency, and improve transparency within the PDS.

Key Features of ASHA

The operational cost of ASHA is approximately ₹5 lakh, which is notably lower than traditional call centers used for beneficiary outreach. The platform incorporates advanced features such as multilingual translation, sentiment analysis, automated grievance classification, and real-time dashboards. These functionalities facilitate quicker issue identification and promote data-driven decision-making.

Understanding the Public Distribution System (PDS)

The Public Distribution System is a collaborative effort between the Central Government and State/UT governments, initially designed to tackle food scarcity by distributing essential commodities at subsidized prices. The Central Government, through the Food Corporation of India (FCI), oversees the procurement, storage, transportation, and bulk allocation of foodgrains to the states, while state governments handle the local implementation, including identifying eligible households, issuing ration cards, and managing Fair Price Shops (FPS).

Other Initiatives for Warehousing Modernization

  • Bhandaran 360: This new Enterprise Resource Planning (ERP) system introduced by the Central Warehousing Corporation (CWC) integrates 41 functional areas, such as human resources, finance, and warehouse management. It standardizes operations across CWC warehouses, enhances service quality, improves accountability, and supports rapid expansion.
  • Smart EXIM Warehouse System: Aimed at container freight stations and general warehouses, this digital platform enhances operational efficiency, traceability, and transparency in storage and cargo handling.
  • ANNA DARPAN: Launched by the Food Corporation of India, this microservices-based digital platform replaces the older Depot Online System. It integrates various functions like procurement, storage, movement, sales, quality control, and contract management for FCI and the Department of Food and Public Distribution.
