Introduction to the National Testing Agency

The National Testing Agency (NTA) plays a crucial role in India's higher education sector. As an autonomous body under the Department of Higher Education, Ministry of Education, it was established in November 2017. The NTA is tasked with conducting entrance examinations that facilitate admissions and recruitment across various disciplines, including engineering, medicine, management, and pharmacy.

The Genesis of the National Testing Agency

The idea of the NTA was born out of a 2010 report by a committee of Indian Institutes of Technology directors, which advocated for a statutory agency to ensure independent and transparent testing. The Ministry of Human Resource Development, now known as the Ministry of Education, formed a task force in 2013 to devise a blueprint for this entity. Officially announced during the 2017 budget speech by the Finance Minister, the NTA received Cabinet approval, with Vineet Joshi appointed as its first Director-General.

The NTA is responsible for conducting several national-level examinations annually, which include:

  • National Eligibility cum Entrance Test (Undergraduate) (NEET-UG)
  • Common Management Admission Test (CMAT)

  • Graduate Pharmacy Aptitude Test (GPAT)
  • Indian Institute of Foreign Trade Entrance Test
  • Jawaharlal Nehru University Entrance Examination
  • Indian Council of Agricultural Research Entrance Examination
  • National Council for Hotel Management Joint Entrance Examination (NCHMJEE)
  • Delhi University Entrance Test (DUET)
  • National Institute of Fashion Technology Entrance Examination
  • All India Ayush Post Graduate Entrance Test (AIAPGET)
  • Joint Integrated Programme in Management Admission Test (JIPMAT)
  • Graduate Aptitude Test – Biotechnology (GAT-B)

Recruitment and School Examinations

In addition to university and college exams, the NTA organizes recruitment exams such as:

  • University Grants Commission National Eligibility Test (UGC-NET)
  • Council of Scientific and Industrial Research National Eligibility Test (CSIR-NET)
  • Navodaya Vidyalaya Samiti Recruitment Exam
  • Biomedical Research Eligibility Test (BRET)
  • Military Nursing Service Recruitment Exam
  • Department for Promotion of Industry and Internal Trade Recruitment Exam
  • National Horticulture Board Recruitment Exam
  • Uttarakhand High Court Recruitment Exam
  • Employees’ Provident Fund Organisation Limited Departmental Competitive Examination (EPFO-LDCE)
  • Navodaya Vidyalaya Samiti Limited Departmental Competitive Examination (NVS-LDCE)

For schools, the NTA oversees exams like the Scheme for Residential Education for Students in High Classes in Targeted Areas (SRESHTA), Navyug School Sarojini Nagar Entrance Test (NSSNET), and All India Sainik Schools Entrance Exam (AISSEE).

Notable Controversies Surrounding the NTA

The NTA has been embroiled in several controversies:

2020 JEE Main Assam Topper Scam

In a significant scandal, Neel Nakshatra Das from Assam was found to have used a proxy for the JEE Main exam, leading to his arrest along with several others, including his father and an invigilator.

NEET (UG) 2020 Discrepancies

Discrepancies in NEET (UG) 2020 scores resulted in tragic events. A candidate, Vidhi Suryavanshi, initially scored only 6 marks, leading to her suicide. However, her response sheet later revealed a score of 590.

JEE (Main) 2022 Technical Issues

The NTA faced backlash for technical glitches during the JEE (Main) 2022, which affected students' scores.

JEE (Main) 2024 and NEET (UG) 2024 Controversies

Complaints of irregularities in the JEE (Main) 2024 question papers and a paper leak in NEET (UG) 2024 led to significant scandals and necessitated reconducting exams for affected candidates.

Cancellation of UGC-NET 2024

The UGC-NET held on 18 June 2024 was canceled due to integrity concerns, prompting the Ministry of Education to initiate a high-level review.
